Instructional Framework Rubrics Updated With Student Growth Rubrics

We’ve posted updated versions of all three instructional framework rubrics to include language about student growth. Among many other clarifications and changes to the new evaluation system, ESSB 5895 states:

Student growth data must be a substantial factor in evaluating the summative performance of certificated classroom teachers for at least three of the evaluation criteria listed in this subsection.

In partnership with a panel of practitioners and the TPEP Steering Committee, we’ve selected criterion three, six, and eight for the incorporation of student growth in the instructional frameworks. Leadership frameworks will incorporate student growth in criterion three, five, and eight. In addition to ESSB 5895, the ESEA Flexibility Waiver also played a role in the determination of how student growth fits into the new evaluation system.

TPEP eVAL and Charlotte Danielson’s Framework for Teaching (Revised 2011)

On behalf of the Washington State Teacher and Principal Evaluation Program (TPEP) Steering Committee, we are pleased to send you this update regarding the use of Charlotte Danielson’s Revised 2011 edition of the Framework for Teaching (FFT) in the Washington State eVAL Management Tool. Notwithstanding her long-standing exclusive partnership with Teachscape to develop software solutions that support the use of the FFT, Charlotte Danielson and her partner, Teachscape Inc. have agreed to grant to OSPI a sublicense to incorporate Charlotte’s FFT into the Washington State eVAL Management Tool.

This communication confirms that the Revised 2011 Framework For Teaching by Charlotte Danielson remains one of the three “preferred” frameworks approved by the TPEP steering committee in the new teacher evaluation system.

Understanding that Washington school districts face challenges, as they seek to identify software systems to support the collection of evidence and the management of data, it is important to reiterate that districts are free to choose any software system that best supports the approved evaluation instrument that they elect to use. For those districts that may elect to use the FFT, these options now include both the Washington State eVAL Management Tool and Teachscape’s Reflect Live observation software. OSPI and Teachscape have agreed to work together to ensure that observation data from Teachscape’s Reflect Live observation system can be easily transferred into the Washington State data system.

OSPI understands that you may have received communications that were misleading regarding Teachscape and the products they provide to support the Framework for Teaching. It is important to note that Charlotte Danielson co-developed and strongly endorses Teachscape’s Proficiency System for the training and certification of classroom observers that use her FFT, as well as Teachscape’s Reflect Live classroom observation system.

Preliminary Instructional Framework Rubrics Released

OSPI is releasing preliminary drafts of the three preferred instructional frameworks required by ESSB 5895. The law goes into effect on June 7th, 2012. There are several interconnected parts to the new evaluation system and the timeline for decision making is short. While RIG districts may begin using these drafts as tools for learning about the new evaluation system, please note that there will be subsequent drafts after ESSB 5895 goes into effect on June 7th, 2012.

There are three major components to the teacher and principal evaluation systems that directly impact the ongoing development of the instructional framework development and alignment which must be addressed by the state over the next five to nine months. The three components include:

  1. The three preferred instructional and leadership frameworks. While the state has selected the three instructional frameworks, the content and overall alignment may change slightly as the following two tasks are started. In addition to the AWSP Leadership Framework, two more leadership frameworks must be selected by September 1st, 2012.
  2. OSPI must adopt rules prescribing a common method for calculating the comprehensive and focused evaluation by December 1st, 2012.
  3. The TPEP steering committee will provide guidance around student growth is necessary to implement the evaluation systems over the next 6 months.

The piloting from the RIG districts will be a critical next step in the work of the TPEP project. Just as with the original 16 districts in the pilot, the RIGs have shown great resilience and patience with the changes from the Legislature and the ongoing development of the state-level work. OSPI will use the timeline laid out in ESSB 5895 as a guide and will strive to provide timely and thorough information as the work concludes around the frameworks, summative scoring methodology, and student growth guidance. We greatly appreciate the work, support, and patience of our pilot and RIG districts.
